Colombo South Harbour Development Project

The proposed Colombo South Harbour will be located west of the present south west Breakwater in an area of approximately 600 hectares.

The proposed harbour will have 4 terminals of over 1,200m in length each to accommodate 3 berths alongside depths of 18m and provision to deepen to 23m to accommodate deeper draft vessels of the future. The channel width of the harbour is to be 560 m and depth of 20m, with harbour basin depth of 18m and a 600m turning circle.

The development of Phase-1 of the Colombo South Harbour is to be carried out in two stages. The first stage of development involving the infrastructure with public funds (US$. 300 Million) and the stage two the other terminal facilities (US$. 700 Million) with private sector participation.

Progress by End-July 2009:

* The construction of the breakwater by placing of core material and outer protection layers of first 700 m length of the break water has been completed up to date. The construction of breakwater is being continued during the SW monsoon period whenever the favorable weather window prevails. The construction work will be accelerated during the calm weather period in September 2009 to May 2010.

* The rock transportation by sea from load Out Point ( Small Harbour) located at Wadduwa Kalutara has commenced. Sea transportation of rock material will be fully operated after the end of South West Monsoon Period in September 2009.

* The dredging of main channel and reclamation of sand in the core of the breakwater and contractor’s working area is in progress satisfactorily. Up to date more than 8 million Cubic meters have been completed.

* The submarine crude oil pipeline to the SPBM runs across the port entrance at shallow depth. The steel pipe fabrication for the diversion of this oil pipe line is completed in Korea and will be brought to the site next month. The new pipe line will be operational in March 2010.

* Overall progress is assessed at about 15%

* Financial Evaluation for the selection of an operator for South Container Terminal on BOT basis is in progress.
